If you do boost, make sure to complete the any of the first expansion story mission to unlock mastery. You will know by the level at the bottom left will be a yellow "1" number instead of a white "80". That way, you will have some feeling of progression while you do map completion. 3.Pretend for a moment that skill point scrolls don't exist. When you reach Lv.80, you will have all the hero points you will need to unlock all your utility skills and basic trait lines. So those are the fastest, but not always the safest. As a Necro though you can go with a Minion Master build, load up on pets to let them take the beating for you, and grab as many HP's as you can.
